Most of 33860 is Polk County, not the city
Tampa Roofing Guys serves the whole 33860 ZIP for roof repair and replacement. It takes in Mulberry and the unincorporated land around it, including Fuller Heights, Bradley Junction and part of Willow Oak. The city itself is a small piece of that ZIP: it holds 2,066 of the ZIP’s 9,899 homes. So about four in five homes with a Mulberry address sit outside city limits, and for those, the Polk County Building Division issues the roof permit.
Inside city limits, permits come from the City of Mulberry, which takes applications through a separate Accela portal. Outside, the County’s procedure applies, including an inspection of the dry-in on the day of the job; the Polk County roof inspection steps are laid out on the South Lakeland page.
A street name won’t always tell you which side you’re on. The Census Bureau’s geocoder puts 104 S Church Ave and 500 NW Prairie Mine Rd inside the city, while 5000 State Hwy 60 comes back unincorporated and 3000 Bailey Rd lands in Willow Oak. Run your own address before the roofer applies.

Manufactured homes, in town and out
Inside city limits, roughly four homes in ten are manufactured. Across the whole ZIP there are about 2,900, and by the census estimates around 2,000 of them sit outside the city, which puts most manufactured-home roof jobs around Mulberry under Polk County’s rules rather than the city’s.
If the plan for a manufactured home is a roof-over rather than a tear-off, ask before you sign how much height it adds: Polk treats a roof-over that builds up too far as structural work that needs engineered plans, and the South Lakeland page gives the cutoff.
Houses from the 1950s and what a re-roof adds
One home in eight inside the city went up in the 1950s, and down at Bradley Junction, at the south end of the ZIP, the median house dates to about 1970. Florida’s existing-building code treats the tear-off on a pre-code wood deck as the time to fix it: the deck gets re-nailed and a secondary water barrier goes down. On a house this old, expect both; the steps of a full roof replacement show where they fall.
Ask the roofer to look at the decking from the attic before quoting, and to price replacement sheets one by one, since a 70-year-old deck can hide soft spots until the shingles are off.
The age of the roof on the house matters as much as the house. If a big repair is on the table and the current roof went on before the 2007 code, replacing more than a quarter of it within 12 months means the whole roof, or that roof section, has to meet today’s code; repair or replace works through that call.
